Chairman

Mr. Noel Garcia is currently the Chairman of the Board of the Trinidad and Tobago Housing Development Corporation (HDC).

Managing Director

Effective April 12, 2021, Ms. Jayselle McFarlane assumed the position of Managing Director. Ms. McFarlane is a Chartered Accountant, the holder of a Master’s degree in Business Administration (MBA) and is certified in project management. She is also a member of the Association of Certified Chartered Accountants (ACCA) and brings to the HDC,  over twenty years’ experience in the financial services, construction, hospitality and manufacturing sectors. During her career, she has also worked with various multinational companies and has provided national service as a member of the board of a number of state enterprises.

Divisional Managers

Romel Ramarack

Romel Ramarack, Divisional Manager, Construction Management & Operations, has over fifteen (15) years’ experience covering project management, construction management, contract management and engineering design in the public and private sectors. He holds a Bachelor of Science (BSc.) degree and Master of Science (MSc.) degree in Civil Engineering from The University of the West Indies and a Master of Laws (LLM) degree in Construction Law and Arbitration from the Robert Gordon University, Aberdeen. Romel is a Chartered Engineer with the Institution of Civil Engineers (ICE – UK) and the Engineering Council (EC – UK) and is a Member of the Chartered Institute of Arbitrators (CIArb – UK). He is an International Professional Engineer (UK) under the Engineering Council (EC – UK) and a Professional Engineer under the Association of Professional Engineers of Trinidad and Tobago (APETT).

Larry McDonald

Larry McDonald, Divisional Manager, Estate Management is the holder of a Bachelor of Laws (LLB) degree from the University of London and a Bachelor of Science degree in Business Administration (BSBA) from the American University, Washington DC, USA. In the nine (9) years that Larry has worked at the HDC, he has served as Senior Project Manager as well as the Manager – Facilities and Maintenance. He is a (PMP) certified Project Manager with substantial experience in the construction industry, having significantly contributed to the operations of several construction organisations.

Kimberly Molligan

Kimberly Molligan, Divisional Manager, Legal graduated with Honours from The University of the West Indies and the Hugh Wooding Law School and was admitted to the Trinidad and Tobago Bar in 2007. Prior to joining the HDC, she served as the Group Legal Counsel and Corporate Secretary to one of the largest regional manufacturing, investment and entertainment group of companies. She also worked as an Attorney-at-Law at two (2) of the leading law firms in Trinidad. Kimberly has appeared in and instructed Counsel in the High Court, the Court of Appeal, the Tax Appeal Board and the Industrial Court. She has a keen interest in public sector development and the implementation and management of effective policy to foster economic growth through a focus on the non-energy sectors in Trinidad and Tobago.

Vaughn Rondon

Vaughn Rondon, Divisional Manager, Procurement and Contract Management brings over twenty (20) years’ experience in Procurement and Supply Chain Management to the Corporation. Over the course of his career, he has established many successful procurement systems and procedures for the public, academic and financial sectors. Vaughn is a member of the Chartered Institute of Procurement and Supply (CIPS) and has attained the MCIPS designation along with a Master of Science degree in Strategic Procurement Management from the University of South Wales.

Andrea Titte-Grant

Andrea Titte-Grant, Divisional Manager, Finance and Accounting has over twenty-five (25) years’ experience in Accounting, Supply Chain and Internal Audit Assurance along with seventeen (17) years in a Management, Leading and Coaching up to one hundred and fifty (150) staff members in the Public Sector.

Ronnie Spencer

Ronnie Spencer, Divisional Manager, Human Resources has over twenty (20) years’ experience in the Human Resource industry, Integrated Human Resourses Information System (IHRIS) environment as well as within a Unionized environment. He possesses a wealth of experience in collaborating with managers/supervisors to identify upcoming recruitment and compensation requirements, using organizational knowledge to provide guidance and suggestions to effectively resolve resourcing and compensation issues.

Jeremy Campbell

Jeremy Campbell, Divisional Manager, Corporate Services joined the HDC team in 2007 and has over fifteen (15) years’ experience in corporate finance, business strategy, project management, and revenue generation. He joined the Corporation as a Management Trainee in 2007 and since then, has gained invaluable experience from working with various departments such as Allocations, Mortgage & Rental Administration and Social and Community Services. Jeremy is a graduate of The University of the West Indies and holds a Bachelor of Science degree in Business Management with a minor in Marketing and International Relations and two postgraduate degrees: an International Masters of Business Administration (IMBA) with a specialization in Oil & Gas from the Arthur Lok Jack Graduate School Of Business and a Master of Science degree in International Business from Aston University, United Kingdom, where he was awarded a Tuition Scholarship. Jeremy is currently pursuing his Doctorate at the Arthur Lok Jack Graduate School of Business where he was awarded a partial scholarship. His dissertation is focused on the strategies to improve public housing locally, regionally and internationally.
